With the opening of Taiwan High Speed Rail, a new mode of transportation makes it possible for people to travel around the island in one day. It only takes a little more than one hour to head towards the major metropolises in west Taiwan; such rapidity has begun a new competitiveness among the cities where the enterprises are expected to move along the west corridor from the cities by HSR. With the interaction of human resources and industries between Southern and Northern Taiwan and the benefit brought by the shortened distance, various walks of life are facing a great change in terms of previous time and space limitations. Under such circumstances, Kaohsiung County and City and Pingtung County (Kao-Kao-Ping) should be more closely connected, to become a larger and stronger economic community.
Influenced by globalization, more and more signs reveal that local autonomous units are facing cross-regional, cross-cutting and cross-sector issues beyond geographical boundaries, and thus lead to the restructuring of pre-existing local government administration modes. Such “cross-boundary governance” trend forces the local autonomous units to leave behind out-of-date departmentalism and the power desire to dominate over the local areas; now they have to go hand in hand beyond administrative boundaries to solve problems. In this regard, Kaohsiung County Government Labor Affairs Bureau proposed to establish a Kao-Kao-Ping laborer administrative affairs coordinating center for “Kao-Kao-Ping Laborer Administrative Manager Coordination Task Force.”
The meeting of “Kao-Kao-Ping Laborer Administrative Manager Coordination Task Force” has been held 5 times since July, 2007. The locations included: “The Tower to Reach the Moon” in Kaohsiung Cheng Ching Lake on July 26, 2007; at Kaohsiung Sizihwan “The Sunset Beach Resort” on Dec. 5, 2007; at Pingtung Sandimen Dragonfly Beads Art Studio on April 7, 2008; at Kaohsiung E-Job Workshop on Aug. 21, 2008; and at Kaohsiung Garden Villa on Feb. 26, 2009. Moreover, the project “Kao-Kao-Ping Laborer Employment Information Integration Center”, besides developing an information system, further integrates laborer information and relevant service as a starting point for substantial integration of regional administration.
By the coordination task force and the development of information integration, it is expected that Kao-Kao-Ping area can be closely interconnected as a life community, effectively coordinating laborer administrative affairs of all counties to improve laborer and organization service quality through integrated resources, so that the central government resource distribution can be made with more concern placed on the development of Southern Taiwan in the hope that cooperative power can bridge the gap between Southern and Northern Taiwan, revive the influence of the south and build a unified labor, management and government community.
